As Access First, representing the Disabled People TONDO constituency, I am proposing this action item because our community faces disproportionate risks during natural disasters, fires, and typhoons due to inaccessible evacuation routes and a lack of disability-inclusive emergency planning. True autonomy and inclusion require that the safety and survival of disabled residents are prioritized systematically.
