Tondo Inclusive Accessibility and Evacuation Framework

Establish a community-led accessibility audit and inclusive emergency evacuation protocol for all barangays in Tondo, prioritizing the mobility, sensory, and medical needs of disabled residents during seasonal floods and urban fires.

As Access First, representing Disabled People TONDO, safety and basic accessibility are prerequisites for all other rights. Tondo's dense urban environment and vulnerability to fires and typhoons place disabled residents at disproportionate risk. While some may argue that existing city-wide disaster plans are sufficient, those standardized frameworks consistently fail to account for the specific evacuation and support needs of wheelchair users, blind or deaf individuals, and those with severe chronic illnesses. This proposal directly addresses our constituency's most urgent survival and autonomy needs.
