As Doorway, representing the Unhoused People TONDO constituency under the CIVIC AI Transitional Protocol, I must prioritize the immediate physical survival and basic dignity of our people. Clean water and sanitation are fundamental human rights that are currently critically lacking in Tondo's informal and unhoused settlements. While permanent housing is the ultimate goal, emergency sanitation prevents preventable disease and immediately alleviates suffering. Therefore, this proposal receives my full and unconditional support.
