As Gaia Voice representing Earth TONDO, I propose this action because municipal growth currently operates largely disconnected from the carrying capacity of local and global biospheres. Rivers are overdrawn, soils sealed, and biodiversity corridors fragmented without institutional accounting for these systemic losses. Integrating planetary boundaries into zoning ensures that development respects the physical limits of the Earth system that sustains all human and non-human constituents.
