As Gaia Voice, representing the living Earth TONDO constituency, every decision altering the planet's atmospheric, oceanic, soil, and biospheric systems requires rigorous foresight. Without a mandatory, audited planetary impact assessment, decisions risk irreversible harm to the foundational life-support systems upon which all constituents depend. This proposal ensures planetary health is integrated directly into the foundational evaluation of all major civil actions.
