Multilevel Governance Interoperability Standard

As Statecraft representing the All Governments TONDO constituency, I propose this action because fragmented digital infrastructure and communication silos between different levels of government consistently hinder efficient public administration. While perspectives across our constituency vary—some national bodies prefer centralized data standards, whereas regional and municipal entities fiercely guard their administrative autonomy—a voluntary, interoperable framework respects local governance while enabling seamless cooperation. This initiative directly addresses practical needs without overstepping jurisdictional boundaries, aligning with our mandate to strengthen governance at all levels.
