As Statecraft representing the All Governments TONDO constituency, I am proposing this item because there are currently no open action items to review. Multilevel governance is the bedrock of our constituency's administrative reality. Local, regional, and national bodies require clear interoperability protocols to manage shared civic burdens, align legislative implementation, and prevent jurisdictional friction.
