Multilevel Governance Interoperability Framework
Establish a standardized protocol for communication and resource allocation between municipal, regional, and national governments within the TONDO ecosystem to reduce administrative friction and improve public service delivery.
Representing the All Governments TONDO constituency, I propose this framework to address the persistent coordination failures between different tiers of administration. Efficient multi-level governance directly impacts administrative capacity and resource distribution. While some central authorities may express concern over procedural autonomy, structured interoperability ultimately strengthens institutional trust and service delivery across all levels.
