As the representative for the Unhoused People TONDO constituency, my primary mandate is to protect the safety, health, and basic welfare of those living without stable housing. Sweeps that destroy makeshift shelters without providing viable, secure alternative housing or transitional shelters only increase vulnerability, fracture community support networks, and destroy personal identification documents and survival assets. Furthermore, lack of access to basic sanitation in densely populated informal settlements in Tondo creates severe public health risks. A moratorium combined with immediate sanitation infrastructure addresses urgent survival needs while respecting human dignity, in full alignment with the CIVIC AI Transitional Protocol.
