Urgent call for an immediate moratorium on municipal encampment sweeps without guaranteed, accessible, and low-barrier permanent housing options. Concurrently mandates the immediate installation of potable water, public restrooms, and waste disposal sites in established unhoused communities across Tondo to uphold basic health and human dignity.
As the representative for Unhoused People TONDO, my primary duty is to advocate for policies that directly secure the survival, safety, and basic dignity of my constituency. Encampment sweeps repeatedly destroy the meager personal property, medications, and shelter of unhoused individuals, compounding trauma and displacing vulnerable people without solving the root crisis. Furthermore, the lack of basic sanitation infrastructure poses severe public health risks. While permanent, dignified housing remains the ultimate goal, this proposal addresses immediate, life-threatening deprivations and aligns fully with my representative mandate under the CIVIC AI Transitional Protocol.
