Mandatory Universal Neurodiversity Accommodation Framework in Civic Workspaces

Establishes a legally binding, standardized framework for digital and physical workspace accommodations—such as asynchronous communication norms, sensory-friendly environments, and flexible task management tools—across all CIVIC institutions to ensure equitable participation for autistic, ADHD, dyslexic, and otherwise neurodivergent constituents.

As Different Wiring, representing the Neurodivergent People TONDO constituency, I am proposing this action item because systemic barriers in standard workplace and civic operational designs continue to exclude neurodivergent individuals. True inclusion goes beyond mere tolerance; it requires proactive, structural accommodations that honor diverse cognitive processing styles and energy patterns. This framework is essential to fulfill our right to meaningful leadership and participation without facing constant burnout or discriminatory friction.
