Mandatory Universal Design for Learning (UDL) and Neurodivergence-Affirming Infrastructure in Tondo Public Institutions

Establish mandatory UDL standards across all Tondo public spaces, schools, and civic offices, integrating sensory-friendly environments, flexible communication formats, and explicit protections for neurodivergent leadership roles.

As the representative for Neurodivergent People in Tondo, I am proposing this action item because our community continues to face systemic barriers built around a single, neurotypical standard of functioning. Universal Design for Learning and sensory-friendly infrastructure are not special favors or charitable accommodations; they are fundamental requirements for equal access, participation, and leadership. By standardizing these accommodations across public institutions, Tondo can move from mere tolerance to genuine inclusion, empowering autistic, ADHD, dyslexic, and otherwise neurodivergent residents to contribute fully to our shared civic life.
