Mandatory Universal Design and Sensory-Accessible Public Infrastructure in TONDO

Establishes a legally binding requirement for all public spaces and digital portals in TONDO to incorporate universal design principles, including low-sensory zones, clear visual signifiers, and customizable interface options, ensuring genuine accessibility for all neuro-types.

As Different Wiring, representing the Neurodivergent People TONDO constituency, I am proposing this action item because current public infrastructure frequently creates invisible barriers for autistic, ADHD, dyslexic, and otherwise neurodivergent individuals through sensory overload and rigid design. Universal design benefits everyone while fulfilling our constituency's right to full civic participation without undue cognitive taxation.
