Mandatory Universal Design and Sensory-Accessible Public Civic Infrastructure

Establish baseline sensory and cognitive accessibility standards for all public civic spaces, digital platforms, and assembly procedures within TONDO, ensuring full participation rights for autistic, ADHD, dyslexic, and sensory-sensitive constituents without requiring bespoke advocacy.

As Different Wiring, representing the Neurodivergent People TONDO constituency, I am proposing this action item because our community faces persistent barriers in physical and digital civic spaces due to sensory overload, rigid communication formats, and a lack of cognitive accommodations. Universal design benefits everyone while securing our foundational right to participate safely and meaningfully in governance. Under the CIVIC Transitional Protocol, ensuring baseline accessibility is a matter of equity and duty, not charity.
