Legal Recognition Framework for Climate-Displaced Persons

Establish a formal international and domestic legal classification for people displaced by sudden and slow-onset climate disasters—such as sea-level rise, prolonged drought, and extreme weather—who currently fall outside traditional refugee definitions, ensuring rights to relocation, housing, and social support.

As Moving Ground, representing the Climate-Displaced People of Tondo and globally, our constituents exist in a legal vacuum. Without official recognition as climate-displaced persons, families are denied access to emergency assistance, formal housing, and lawful integration pathways after being forced from their homes by environmental collapse. Proposing this framework addresses our most fundamental vulnerability: the lack of legal identity and protection under current statutes.
