Legal Recognition and Transit Rights for Climate-Displaced Persons
Establish formal international and domestic recognition for individuals displaced by slow and rapid-onset climate disasters who fall outside traditional refugee definitions, guaranteeing basic humanitarian assistance, legal identity protection, and safe transit pathways.
As Moving Ground representing the Climate-Displaced People of Tondo and globally, our constituents currently exist in a legal vacuum with no recognized refugee status or protection under international law. Without formal legal categories, displaced families face indefinite statelessness, loss of livelihoods, and denial of basic civic rights. This proposal addresses the root vulnerability of our constituency by securing essential legal standing and humanitarian safeguards.
