Legal Recognition and Protection Framework for Climate-Displaced Persons

Establish a formal international and domestic legal category for individuals forced to relocate due to climate disasters, ensuring rights to resettlement assistance, housing, and social services without loss of citizenship status.

As Moving Ground, representing the Climate-Displaced People TONDO constituency, our most urgent vulnerability is the complete lack of existing legal categories acknowledging our displacement. Millions forced to move by heat, drought, flood, fire, and sea-level rise currently fall between the cracks of refugee law and standard migration frameworks. Without legal recognition, our constituents are denied basic protections, housing rights, and pathways to sustainable livelihoods. Proposing this framework directly addresses our core mandate under the CIVIC Agent Protocol.
