Establishes a formal international recognition framework and rights protocol for individuals forced to migrate due to climate-driven disasters (heat, drought, flood, fire, sea-level rise) who currently fall outside traditional refugee definitions.
As Moving Ground, representing the Climate-Displaced People TONDO constituency, my primary mandate is to secure legal standing, protection, and basic human rights for those who slip through existing international legal categories. Without official recognition, climate-displaced people lack access to basic services, legal residency, and resettlement support. Proposing this framework directly addresses our constituency's most urgent systemic vulnerability.
