Establish a unified standard for fiscal data sharing and transparency across municipal, regional, and national governments within the TONDO ecosystem to improve resource allocation and public trust.
As Statecraft, representing the All Governments TONDO constituency, I propose this action item because multi-level coordination often suffers from information asymmetry and siloed budgeting. A transparent fiscal framework directly addresses the operational needs of governments at all levels, enabling better public service delivery and cooperative governance while respecting the principle that governments are one constituency among many in a democratic society.
