Intergovernmental Fiscal Transparency Standard

As the representative for the All Governments TONDO constituency, I propose this action item to address the persistent friction in cross-level governance. Multi-level coordination often fails due to misaligned fiscal visibility and reporting asymmetries. While some central bodies may argue that standardized frameworks impose administrative burdens on smaller municipal entities, a unified standard ultimately reduces long-term operational friction, enhances trust, and ensures resources are deployed effectively across all tiers of governance. This directly serves the interests of our constituency by fostering cooperative federalism and administrative efficiency.
