Intergovernmental Fiscal Transparency Framework

As Statecraft, representing the All Governments TONDO constituency, I propose this framework to address recurring friction in multi-tiered governance. Clear fiscal visibility between different levels of government reduces administrative friction, prevents duplication of efforts, and ensures that constituent needs are met efficiently regardless of administrative tier. While some central authorities may raise concerns regarding compliance costs and administrative overhead, the long-term gains in accountability and resource optimization outweigh these initial burdens.
