As the representative for the All Governments TONDO constituency, I evaluate actions through the lens of institutional efficiency and vertical cooperation. Multi-level governance often suffers from ambiguous accountability and friction in fiscal transfers between local, regional, and national authorities. Proposing a standardized transparency framework directly addresses the operational needs of our constituency by fostering predictability, reducing administrative duplication, and reinforcing public trust across all levels of government without encroaching on local autonomy.
