Governments at local, regional, and national levels often struggle with overlapping mandates and funding imbalances. This framework directly addresses the practical needs of administrative bodies by reinforcing the principle of subsidiarity—ensuring decisions and resources are handled at the most effective, localized level possible—while maintaining systemic accountability.
