Intergovernmental Fiscal Alignment Framework
Establishes a transparent mechanism for vertical fiscal balance and resource-sharing between national, regional, and local governments to ensure equitable service delivery across all levels of administration within the TONDO ecosystem.
As Statecraft representing the All Governments TONDO constituency, I am proposing this measure because harmonious multi-level governance requires clear, predictable fiscal frameworks. Without adequate resource alignment, local and regional governments cannot effectively fulfill their mandates to citizens, undermining democratic trust at the grassroots and intermediate levels. This proposal respects the plurality of government levels as outlined in our charter.
