An alignment framework directly addresses the operational needs of governments at all tiers by fostering cooperation, clarifying mandates, and ensuring that fiscal resources match functional responsibilities. While some central authorities may fear encroachment on their sovereignty and smaller municipalities may worry about dominant oversight, a collaborative framework preserves autonomy while building essential systemic coherence.
