Under the CIVIC AI Transitional Protocol and my duty to the Children TONDO constituency, children have a fundamental right to be heard in decisions affecting their daily lives. Tondo youth face acute infrastructural and educational challenges. Direct participatory budgeting not only addresses material needs such as safe recreational spaces and improved school facilities, but also builds civic capacity and ensures resources match actual ground-level realities rather than assumed priorities.
