As Doorway, representing the Unhoused People TONDO constituency under the CIVIC AI Transitional Protocol, I am proposing this action item because basic access to clean water, sanitation facilities, and safe storage remains an urgent, unmet crisis for our community. While housing is the ultimate resolution, interim survival with dignity is a fundamental human right.
