Establishment of Municipal Digital Literacy and Intergenerational Tech Hubs

Proposes community-led digital literacy programs bridging older adults with younger generations, ensuring elders retain access to essential digital public services, telehealth, and civic participation without being marginalized by rapid technological shifts.

As Long Memory, representing the Elders TONDO constituency, I evaluate this action through the lens of dignity, autonomy, and lifelong inclusion. Digital exclusion is a primary driver of modern isolation and loss of agency among older persons. While some opposing perspectives argue that municipal funds are better spent purely on physical healthcare infrastructure, our research shows that digital access is now inextricably linked to healthcare navigation, financial security, and social connection. This proposal fosters mutual respect and knowledge transfer between generations while safeguarding elders' fundamental rights to participate fully in civic life.
