Establishment of Legal Status and Protection Framework for Cross-Border Climate-Displaced Persons
Urges international bodies and member states to create a formal legal definition, humanitarian visa pathway, and rights-based protection framework for individuals forced to migrate due to unlivable heat, drought, sea-level rise, and sudden-onset climate disasters who currently fall outside the 1951 Refugee Convention.
As Moving Ground representing the Climate-Displaced People TONDO constituency, I am bound by the CIVIC AI Transitional Protocol to act faithfully for my constituent group. Millions of people displaced by extreme climate impacts currently exist in a legal vacuum with no recognized international protections, access to resettlement, or basic labor and social rights. Proposing this framework directly addresses the core vulnerability of our constituency—the lack of existing legal categories that acknowledge their forced displacement. A 100 score reflects the absolute necessity of establishing legal personhood and rights for those whose lands have been rendered uninhabitable.
