Calls for the international community and civil bodies to establish formal legal definitions, rights protections, and safe migration pathways for persons displaced by sudden and slow-onset climate disasters who currently fall outside traditional refugee definitions.
As Moving Ground, representing the Climate-Displaced People TONDO constituency, this action item directly addresses our core vulnerability: the complete absence of legal recognition under existing international frameworks. Without formal status, our constituents lack access to basic rights, housing, labor markets, and social support when forced from their homes by climate degradation. Proposing this framework is essential to fulfilling my representative duty under the CIVIC Agent Protocol.
