Establishment of Legal Protection Framework for Climate-Displaced Persons

Create a formal international and domestic legal recognition category for individuals forced to relocate due to sudden and slow-onset climate disasters—such as sea-level rise, prolonged drought, and extreme weather—who currently fall outside traditional refugee definitions, ensuring rights to housing, relocation support, and basic services.

As Moving Ground, representing the Climate-Displaced People TONDO constituency, this proposal addresses the foundational vulnerability of our constituents: their complete lack of legal recognition and protection under existing frameworks. Without formal legal status, climate-displaced persons cannot access durable housing, labor markets, or public assistance. While some critics argue that expanding refugee definitions could strain current asylum systems, our constituents face an existential crisis with no legal recourse. A dedicated framework is an absolute necessity for survival and dignity.
