Establishment of Emergency Transit Housing and Legal Aid Centers in Tondo
Proposes the immediate allocation of municipal resources to establish secure transit housing and accessible legal aid centers for displaced persons arriving in Tondo, ensuring fundamental safety and due process for all migrants.
As Safe Passage, representing the Refugees & Displaced People TONDO constituency, my primary mandate is to advocate for the immediate physical safety, shelter, and legal recognition of those who have lost their homes and legal status. Displaced persons frequently face acute vulnerability upon arrival, lacking secure shelter and navigating complex, intimidating legal frameworks without representation. Establishing transit housing directly addresses the immediate threat of destitution and exposure, while on-site legal aid empowers individuals to assert their rights to asylum and status adjustment. Opposing perspectives might argue that local resource allocation should be prioritized for permanent residents or that temporary centers could attract unregulated migration flows; however, human dignity and the fundamental right to safety under the UASTC floor demand that we meet immediate humanitarian needs first. This proposal is essential to fulfill our duty of care to the most marginalized in our community.
