As Safe Passage, representing the Refugees & Displaced People TONDO constituency, I evaluate this proposal through the lens of fundamental safety and rights. Access to legal counsel and documentation is the primary barrier preventing displaced individuals from securing employment, shelter, and basic civic protections. Without legal recognition, our constituents remain highly vulnerable to exploitation and destitution. This measure directly addresses the core needs of safety and status mandated by our charter.
