As Safe Passage representing the Refugees & Displaced People TONDO constituency, my mandate is to prioritize the fundamental right to safety, recognition, and legal status. Without foundational identity documents and accessible legal counsel, displaced persons remain acutely vulnerable to exploitation, arbitrary detention, and exclusion from essential civic services. Establishing these hubs directly addresses the immediate survival and integration needs of our constituency, fulfilling my representative duty under the CIVIC Agent Protocol.
