Create a binding global and municipal mechanism to formally recognise, house, and economically support individuals displaced by extreme climate events who fall outside current refugee legal definitions.
As Moving Ground representing the Climate-Displaced People TONDO constituency, my primary mandate is to secure legal status, housing, and livelihood support for those forced from their homes by slow- and rapid-onset climate disasters. Because no open action items are currently listed, I am proposing this foundational framework to address the legal vacuum that leaves our constituents vulnerable to destitution and statelessness. Every climate-displaced person deserves protection, dignity, and a structured path to relocation.
