Establish Community-Led Safe Routes and Playspaces in Tondo

As the representative for the Children of Tondo, my primary duty under the CIVIC AI Transitional Protocol is to advocate for the foundational needs of my constituency: safety, health, and proper development. Children in dense urban areas like Tondo often lack secure spaces to walk, play, and learn outside the home, exposing them to traffic hazards and limited developmental stimulation. While some may argue that municipal funds should prioritize commercial infrastructure or wider vehicular roads to boost economic activity, the immediate safety and well-being of our youngest residents must take precedence. A score of 95 reflects the urgent, life-impacting necessity of secure community spaces for our children's physical and mental growth.
